SUMMARY:Rooming House Licensing By-law Review Update & Consultation
DESCRIPTION:In 2008\, Schedule 26 to the Licensing By-law 2002-189 relating to rooming houses was harmonized to apply City-wide\, and included definitions of “residential use building”\, “rooming house”\, “rooming house\, converted”\, “rooming house owner”\, and “rooming unit”. \nA couple of issues with respect to rooming house licensing were raised as part of the By-law Review Strategy approved by Council in 2015. This review therefore focuses on those issues\, which include: the definition of rooming house\, as well as the identification of illegal rooming houses. \nInformation for Constituents \n\nAn on-line consultation is being hosted on Ottawa.ca over the coming weeks\nAn in-person workshop will take place:\n\nMcNabb Recreation Centre\nAssembly Hall\nWednesday\, February 21st 6:30 p.m. to 8 p.m.\n  \nInput is being collected in a variety of convenient ways for residents and other stakeholders to share their views.  Participants are encouraged to review the Discussion Paper and complete the on-line survey  available on Ottawa.ca.  \nThe consultation phase of the review process is currently underway\, and includes the following: \nInternal Staff Consultations \n\nE-mail notifications to be sent to all General Managers\, Ottawa Public Health.\nConsultations to include By-law Enforcement Officers; Planning\, Infrastructure and Economic Development; Fire Services; Building Code Services; Housing.\n\n Public and Stakeholder Consultation \n\nOver 500 external stakeholders are being invited to participate and comment.\nStaff will also meet with key stakeholders accordingly\, to ensure their input thoroughly informs the review process. Individual meetings will be offered to ACORN\, ASH\, BOMA\, EOLO\, FCA\, Somerset West CHC.\n\nCity Staff will review the comments received\, and report back with recommendations to the Community and Protective Services Committee and Council in June. \n  \n~~~ \nEn 2008\, l’annexe 26 du Règlement harmonisé sur les permis (no 2002-189) concernant les maisons de chambres a été harmonisée pour s’appliquer à l’échelle de la ville. Les participants sont encouragés à lire le document de travail et à répondre au sondage en ligne accessibles sur ottawa.ca.  \nL’étape de consultation du processus de révision est en cours et comprend les consultations suivantes : \nConsultations à l’interne auprès du personnel \n\nDes avis par courriel seront envoyés à tous les directeurs généraux de Santé publique Ottawa.\nParticiperont aux consultations les agents d’application des règlements municipaux\, la Direction générale de la planification\, de l’infrastructure et du développement économique\, le Service des incendies\, les Services du Code du bâtiment et les Services du logement.\n\nConsultation de la population et des intervenants \n\nPlus de 500 intervenants externes seront invités à y participer et à faire des commentaires.\nLe personnel rencontrera aussi les principaux intervenants\, selon le cas\, pour veiller à ce que l’on tienne bien compte de leurs commentaires dans le processus de révision. Des rencontres individuelles seront offertes à l’Association d’organisations communautaires pour la réforme maintenant\, à l’Action Côte-de-Sable\, à la Building Owners and Managers Association\, à l’Eastern Ontario Landlord Organization\, à la Fédération des associations civiques d’Ottawa et au Centre de santé communautaire Somerset Ouest.\n\nLe personnel examinera les commentaires reçus et en rendra compte\, avec ses recommandations\, au Comité des services communautaires et de protection et au Conseil en juin. \n
